Treatment of time stamps by Windows™

Windows™ commands that display time stamps adjust for daylight saving time based on the current DST setting rather than whether daylight saving time was in effect at the time of the file modification. This is the intended behavior. As a result, the time stamp output from a Windows™ command for a given file may be different from that shown by cleartool or by Linux™ commands.
