In Bluemix™, a runtime provides a set of resources that is used to run your applications. The IBM® XPages for Bluemix™ runtime environment is a container and set of resources for an XPages application created or running in Bluemix™.

XPages in Bluemix™ provides an XPages starter application as a template so that you can add your code and push the changes back to the Bluemix™ environment. The IBM® XPages for Bluemix™ runtime environment is the container for this type of application.

Other available popular runtimes (sometimes called buildpacks) are Node.js, Liberty for Java™, and PHP.
