Effect of mastership on user administration

It is important that the administrator know where a user is currently mastered.

Mastership affects the user administration in the following ways:

You can change the mastership of a user if you have super user privileges.
You can modify the privileges only the users and groups that are currently mastered at the replica where you are logged in. You cannot change the privileges of a user who is currently mastered at another site.
