By the files in the <IBM_EMM>/<MarketingOperations_Home>/devkits/integration/javadocs directory on the server that hosts Marketing Operations.
By logging in to Marketing Operations and selecting Help > Product Documentation from any page, and then downloading the HCL® <version>PublicAPI.zip file.
