By the files in the <HCL_IMS>/<MarketingOperations_Home>/devkits/integration/javadocs directory for the SOAP API on the server that hosts Marketing Operations.
By logging in to Marketing Operations and selecting Help > Product Documentation from any page, and then downloading the HCL® <version>PublicAPI.zip file for the SOAP API.
