While opening the application configuration tool, the configuration details could not be found.

The configuration tool is not displayed.

Verify that the Rational® Functional Tester configuration file is present in C:\ProgramData\HCL\RFT\configuration.
Verify that the configuration directory is present in RFT_INSTALL_DIR. If the installation directory path is incorrect, correct it.
