Setting dependencies to HCL OneTest™ API functions

A dependency on HCL OneTest™ API is needed to extend and implement the Function class. This is similar to adding a Java™ build path entry to HCL OneTest™ API.

In Eclipse, the dependency is created by pointing the Target Platform to the HCL OneTest™ API installation. Next, access to the function package in HCL OneTest™ API must be declared.
