Adding the COBOL compiler library to the batch JCL skeletons

You might also want to use the Z Data Tools COBOL compiler in the Z Data Tools batch JCL skeleton, HFMFTEXC, and the ZDT/IMS batch JCL skeleton, HFM1FTEX. To do this, uncomment the //HFMCOB DD DUMMY statement in the skeletons.
