Observed behavior
When a search rule is created to demote products based on a specific attribute value, the rule does not seem to be applied in the navigation.
Expected behavior
Promotion and demotion rules should always be applied for both Search and Category Navigation.
Resolution
The code was fixed to properly consider the search rules for sequencing within the category.
