Observed behavior
When there is a very large number (tens of thousands) of organizations, adding a user through Management Center takes an extremely long time, leading to timeouts, with a message similar to the following:
WTRN0124I: When the timeout occurred the thread with which the transaction is, or was most recently, associated was Thread[WebContainer : 12,5,main]
Expected behavior
Adding a user should be relatively quick, regardless of the number of organizations.
