CRS RESTTag data cache should not cache non-200 HTTP responses.

Observed behavior
Non-200 REST responses are being cached. When the situation that caused the issue changes, the previous response remains until the cache is cleared.
Expected behavior
Non-200 REST responses should not be cached.
