Observed behavior
When a shopper without a personalization ID comes to the site, an entry should be made in the CTXDATA table. This is not always happening, causing marketing activities to fail to work.
Expected behavior
When a shopper without a personalization ID comes to the site, an entry should be made in the CTXDATA table with CTXDATA.NAME set to com.ibm.commerce.context.audit.AuditContext and the VALUE set to the shopper's personalization ID.
