Elastic Search - SKU partnumber suggestions are not being return despite search returning results

Observed behavior
Certain search terms yield results from productview/bySearchTerm whereas sitecontent/suggestions?suggestType=Product&searchTerm does not, for the same term.
Expected behavior
Both APIs should have the same results.
