Resetting the trace specification for Liberty does not work

Observed behavior
The reset-trace-specification run-engine command does not work correctly for Liberty servers.
Expected behavior
The run-engine command should be able to reset the trace specification at any time.
Resolution
A script error was causing the logging.xml definition to be placed in the root directory for the Liberty server instead of in the configDropins/overrides folder, such that the server would not be able to detect this file. This has now been fixed.
