Difference in vault helm chart checksum despite no version or content change.

Observed behavior
The vault helm chart sometimes has a different checksum even though the version was the same and content was identical. This causes customers to spend time updating something that hasn't changed.
Expected behavior
Identical internal content should not cause a change to the checksum.
Resolution
The build process was updated to avoid this situation happening again.
