Mastership issues when creating users and groups

Although administrators can create users and groups at any site so that they are mastered at the local site where they are created, new users and groups are only propagated from the schema repository to a user database at the working master site, and they are propagated only if they are mastered at the working master site. Users and groups should only be created at the working master site to avoid propagation problems.

The simplest approach is to perform the following procedure:
  1. Create users and groups at the working master site.
  2. Upgrade the user database at the working master site.
  3. Synchronize the working master site with replica sites.
If you create users and groups at a site other than the working master site, you must perform the tasks in this topic for the changes to appear in the user database.
To create users and groups at a replica site:
  1. Using the User Administration Tool available in the Designer, set the mastership of the user or group to the working master site.
  2. Synchronize to the working master site.
  3. Upgrade the user database at the working master site.
  4. Synchronize the working master site to the replica site.
