This table stores the association between access
control policy groups and access control policies. An access
control policy that belongs to a policy group will be applied to
all the organizations that subscribe to that policy group.
Column Descriptions:

| ACPOLGRP_ID | INTEGER NOT NULL | The ID of the access control policy group to
which the access control policy belongs. It is a foreign key to the
ACPOLGRP table. |
| OPTCOUNTER | SMALLINT NOT NULL DEFAULT 0 | The optimistic concurrency control counter for
the table. Every time there is an update to the table, the counter
is incremented. |
