Each row in this table holds a name-value pair
representing payment information for a particular Order. Values
added to this table are encrypted when the "Instance/PDIEncrypt"
configuration flag is "on".
Column Descriptions:

of the value is a space, then the value has been encrypted. |
| OPTCOUNTER | SMALLINT NOT NULL DEFAULT 0 | The optimistic concurrency control counter for
the table. Every time there is an update to the table, the counter
is incremented. |
